I'm not going to argue that the elite aren't lining their pockets, but they are spending significant sums in diversifying [re: developing] their economies. After oil runs out, numerous countries still have significant natural gas and mineral reserves to exploit (qatar, bahrain, saudi arabia, uae, etc.)

There's also that thing where nato has, and will always have, numerous bases in the middle east.
