I'm not going to argue that the elite aren't lining their pockets, but they are spending significant sums in diversifying [re: developing] their economies. After oil runs out, numerous countries still have significant natural gas and mineral reserves to exploit (qatar, bahrain, saudi arabia, uae, etc.) Saudi Development:
