That's the d&d idea of proportionality, but it's not what proportionality means in a law of war sense. Proportionality just means you don't use more force than required to achieve your military objective. So if a building is being used to store weapons, you can blow up the building, but you can't blow up the whole neighborhood just for funsies. It's not some "code of honor" bullshit where you can't use tanks just because your opponent hasn't advanced past the stone age
