Many, many reforms are needed and many of them work in tandem. Only a large, effective entity like a government with voter accountability can provide many of these forces. Remember there are rich kids who think developing Uber is going to "change the world;" the world being upper middle class and rich people getting better taxis. Many will never be able to aspire to any kind of thing we deem a decent living, but we should be motherfucking magnanimous enough to not see their lives be an endless span of suffering and abuse.
