Is there any kind of period in recent history where there was a prison or jail and it wasn't always nearly full or over-capacity and whoever was in charge said something like: "Well poo poo, I guess we didn't need this big of a place after all, or at least for a good while, make it a lasertag arena for the next 10 years."

We can outsource prison terms as a study-abroad incarceration program. You can be less likely to be murdered and when released have learned a valuable language skill for today's global economy!

While it's likely that a "Big Deal Company" like Toyota got some kind of specialized tax treatment, according to this pretty neat Washington monthly article, most businesses in Texas won't see lower taxes than elsewhere. Wasn't there a representative government or something in the past 500 years where they would debate bills and proposals in week long sessions that alternated between sober/hammered so that both the public and the representatives could see which proposals stood up and which ones fell apart because they were just smoke screen put up by a grinning face who didn't believe a word he was saying?
