From all that I saw of AJ in TNA I figured "Okay he's a great wrestler but he's probably one of those who will never be that good a talker and that does limit him a little", but somehow WWE caught him when he found his voice. Granted it does help that he no longer looks like a literal teenager.

Babinsack almost makes a point in all that, but it's clear that he's so bound up in the Way Wrestling Used to Be that any deviation from that is the reason wrestling isn't as big now. Jobber squashes do help establish a mystique for a wrestler you want to push, but audiences simply would not accept a show that's as squash-heavy now as wrestling TV used to be. The standard got raised and there's no going back, we expect more competitive matches and big story moments on the free show, and companies have to work to pace that so that there's still something left for the PPVs/Network specials/etc. That's the way it is. (And it's not like there clearly isn't still a hierarchy within promotions now.)

Plus now they're down a match and have to juggle everything. Before this announcement they seemed pretty committed to wheel spinning- Roman had the belt and the status quo was in place, maybe even until the Rumble. This is the typical "WWE don't do much because everyone's watching football anyway" period. They have to be scrambling now.
