USA: Completely change the way public schools are funded, so that rather than being funded primarily by local governments, they would be funded entirely on the federal level on a per student basis, with increased monitoring AND funds going to schools deemed at-risk (none of this NCLB or Common Core crap). Oh and mandate that all children most go through k-12 in the public school system. Any and all private schooling would be extra-curricular.
