New Zealand - I would want to make referendums binding and have it mandatory that people vote (on referendums and in general voting). Non-binding referendums are a joke and anyone who doesn't vote because "It won't change a thing anyway" are just giving a vote/ego boost to the horrible guys. Switzerland - The population should just be a bit less racist, that would be nice.
