Counterpoint to keep the herd under control: one thing I really like doing (particularly because every NPC interacted with at all should have a name) is keep a running list of name, gender, brief description, where they can be found. The more important and signifizant the NPC, the longer their series of descriptive phases gets. This lets you naturally develop people as you can throw a previously seen NPC into a new situation, making them more interesting. I run Apocalypse world so YMMV. But it's nifty especially when you and your players are making up NPCs At prodigious rates. You never have to visit someone uninteresting, but knowing a character is out there and probably has an interesting life even if you don't know what it is yet is awesome. It really brings the world to life.
