A guaranteed minimum income would help with this as well. You actually don't need to publish how much everyone makes if you just have a regulatory body making sure things are handled well.

The employer isn't deciding how much you should be paid, they are deciding how little they can get away with paying you. Insurance, retirement benefits, job perks all exist because it's cheaper to offer those perks and pay you less.
