I think that rule's mostly for the cheap knockoff Warhammer 40k figurines. I know you can buy an entire army worth like 800 bucks normally for like, a tenth of that if you go with chinese figures (which are actually considered really good nowadays - they stay together fine, look just like real ones, etc.)
