I wonder if multiplayer would be better handled by letting each player take charge of one of the factions, and one Presidente running the entire thing with other humans to worry about.

I want to play as the Builder's Union, so when El Presidente cant get poo poo done because none of the 12 workers feel like building that hospital, at least there's a reason behind it.
