This is totally me :spergin: but this is interesting. They redid the decorations on Penultimo's collar to be even more like Anwar Sadat's (whom Penultimo's uniform is modeled on) but his new hat isn't modeled after Anwar's. :v:



And a new voice actor? But.. he was lovably dorky sounding in Tropico 4.
