Google has the Apple and msft problem of being too big to actually fail, but in a structural way. long before poo poo got really bad the adults would come in, fire half the workforce, and focus on core competencies like search and Adwords and related techs.

meanwhile in the real world 'circles' have propagated to approximately zero other google services, I can't share a Google doc with a circle from within drive for instance (and idk if I can do it from within g+ because I don't share docs with people on g+)
