Under your table at school or next to a curbstone. So yeah, there sure was a time when no one knew how to react (not that you could in a useful way). They probably weren't going to put out an accurate film stating that "If you can see the flash, you're hosed! Lie down and wrap yourself in a sheet for easier disposal."
