The end goal for oligarchs like Koch and Abramoff is just to have a big sign at every polling place 'Abandon All Hope, Ye who enter here' - things like this MayDay scam are meant to drive disillusionment. On the face of it they want the wallet to be part of the 'ballot or bullet' dynamic - but they've really just settled on the bullet since they can entrench themselves at the top of social hierarchy.
