There are a couple of different kinds of hack. With Aiden's phone, you can push a button to take control of various connected devices throughout the city as long as you have a direct line of sight to them, because he's got access to backdoors programmed into the operating system. That's just point and click: cameras, doors, gates, transformer vaults, etc. You also run into "hotspots," which are routers and terminals that have firewalls protecting them. These are solved by means of a particular kind of puzzle. There are several puzzles of the latter sort scattered throughout the main game, and several in the side missions. A lot of Aiden's "hacks" in the main game are done by means of social engineering rather than outright computer wizardry, as Aiden is a proficient enough hacker but it isn't where his real skills lie.

You can unlock new outfits by buying them in clothing stores, accomplishing certain goals in certain city games, or some pre-orders. Whatever you do he's still a dude in a hat and coat, but different outfits change the textures and colors thereof: parkas vs. trenchcoats, khakis vs. jeans vs. slacks, etc. Also, IIRC, in multiplayer modes you're still Aiden but the other guys you're dealing with appear to you as randomly-generated humans.

Cyborgs are the main enemy in a Digital Trip called Conspiracy. The general idea is that you walk into a crowded area in Chicago and have to profile the passersby to figure out which one is an alien Cyborg without them noticing you. Once you've tagged them all in the area, you have to plan an ambush and then take them all out before they can self-destruct in your face.

There's a certain range limit between cameras and they have to have line of sight on each other, but beyond that there's no hard limit.

Chasing after them on foot means every other car in the convoy stops right next to you, everyone gets out, and then shoots you to gently caress. Use IEDs or hackable items in the city to stop the convoy or kill your target. For convoys where you have to leave your target alive, you can block the road, shoot out the target's vehicle's tires, blow up his bodyguards' cars, or snipe his driver.

Off the topic, anyone who wants background on Aiden should check the Audio Logs app on the smartphone menu. You start the game with four of Aiden's five voice logs and the first four are autobiographical.

Aiden won't start a Cash Run or similar city game if there's a news alert, which is occasionally not audible depending on where you are. That might be what you're running into.
