I'm pretty sure that was in reference to the auto-hotspot feature, which would only require being in wifi range of the phone. With Continuity he was specifically referencing that it would detect you walking up to the computer, which seems to imply something with a much smaller range. Not to say it couldn't use wifi as the go-between, but Bluetooth makes more sense to me.
