The article is making a bunch of hay over speed differences that are fairly insignificant to the user- most people really won't notice a difference between 15 mbps and 50 because unless you are downloading large files it doesn't matter - netflix isn't going to stream any faster.
Group video calls (Hangouts, Skype) need a LOT of bandwidth if you want them to look decent. Pretty much the whole reason they suck right now is people having terrible connections, particularly upload.
