In any setting but New Vegas I'd be pretty weirded out by not knowing what a fish is (because I'm PRETTY sure some fish would survive the apocalypse) but then I remembered that the Courier is presumably from the middle of the desert and probably hasn't had the opportunity to visit a major body of water before.
