"cargo cults" mainly arose in the pacific islands in the aftermath of world war ii. islanders observed the military operations, and the arrival of "cargo" and its bounty of food, clothing and other advanced technology. once the war ended, the cults imitated the military operations, in the hopes of summoning more cargo to provide them with riches. in modern use, it refers to doing stuff to solve a problem without any understanding of the problem or why the actions you're taking will supposedly help solve it.

if it's literal first-time setup then the install media probably doesn't have drivers for the wifi (if you're super unlucky, it won't have ethernet drivers either) you gotta get the drivers from the motherboard manufacturer, put them on a usb drive, and install them from there

you can add your own drivers to the install image yourself, if you know what you're going to need. they don't constantly update the images with drivers for every piece of hardware that comes out. really the problem is if you're setting up a computer and you don't have access to another computer at the same time.

Even where I live it's more like "well over 100% humidity". the air is very humid and carrying a lot of water, and then something changes so that it can't hold that much water any more. that excess water has to go somewhere, and "condensing onto any available surface" is where it goes when the same thing happens higher up in the atmosphere (where there aren't many surfaces to condense on) it's called "rain"
