I blame the gamers for eating it up largely because, as much as developers are pieces of drat poo poo, they don't run against what they think gamers will pay for. That said, I'm fairly sure this isn't going to make Quake much more popular so it's mostly just developer desperation and stupidity.

The newbie changes really don't sound too terrible. The worst one is the 2 weapon start but all that means is newbies will miss you with a railgun/rocket launcher instead of a CG or pick stupid guns like the plasma/shotty. The other 2 are just mechanics for people who don't play enough to master timings or movement. You will still be able to murder them because you know when that armor will respawn no matter where you are on the map and you will always be faster and more maneuverable.

My best Quake story is being chased by some dude in the best Quake 2 level while I was on dial-up and he was on cable. Made it up to the building with barely a life and jumped off twisted around and rail gunned him. Quake has so many pros, I can see why people avoid it.
