They definitely were super stiff for a long time, but in Mick Foley's first book he talks about how they changed them up to be more forgiving. This turned out to actually be worse for him, because the bouncing accelerated the wear and tear on his knees, especially during his spot where he charges an opponent sitting down in a corner to deliver a running thighknee.
