There's also great leeway by states though in terms of policy since TANF was block granted to the states and 1. the amount of the block grant has been raised in like 14 years, and 2. a lot of states prefer to spend the money on tax cuts and ect. Just go TANF recipient data and the numbers are shocking. The average monthly payouts between states range from like $120 to $600 on the high end, then you have states like Florida, which has a substantially higher population and poverty rate than CT yet less recipients on TANF.
