Basically you can use it any time before a certin week or the field shrinks to however many players (five? ten?) instead of making a pick (if you make a pick your bye will not save you if your kicker eliminates you). Also gives people a chance to sign up in week two, since they can use their bye on week one. Or you can just leave it as is.

Nick Folk - NYJ Missed out last year so I'm keen to get in this time around. I'm thinking that the Oakland game is the Jets' best chance at avoiding a high number of longer FG attempts due to a stuttering offense.

You're making it too complicated, I think the rule that it must be a kicker is the only change you'd need to make. I would be absolutely floored if anyone made it past week three.
