This wouldn't work in LA because buildings over a certain height are required to have helipads. Mandating a fission nuclear reactor in the basement of all buildings would, however, and would be far less unsightly.

That's another thing to pop into Google. I was pretty skeptical about this until I read this book about Skunkworks: http://www.amazon.com/Skunk-Works-Personal-Memoir-Lockheed/dp/0316743003 It doesn't deal with energy at all, but Skunkworks as an institution has a long heritage of doing the seemingly impossible. Exciting times.
