At least that's my understanding.
In this scenario, the guy acting as PIC only gets to log the time that he was also sole manipulator of the controls.

 Ah, disregard. I misunderstood your scenario as a non-safety pilot one:
-one rated-but-not-endorsed pilot manipulating the controls
-while one rated-and-endorsed pilot acting as PIC
Neither with a hood on, both logging it as PIC. (Not allowed under 61.51)
