There’s a 3rd party SyncThing port on iOS that can sync to sandboxed app folders. If you want to link two local folders together, Working Copy can do it but it’s pricey and rather fiddly for that purpose in my experience.

 I'm guessing Omnivore? I started using it recently too. Open source read-it-later service/app, with the added ability to get email newsletters and rss feeds.
