While the rate of white collar crimes going unprosecuted has remained relatively stable and within 95% CI IQRs over the past 60 years for which more accurate data is available, the gross amount of white collar employees has decreased giving a net reduction in total crimes that fall within the bounds of prosecution. Difference being that violent crime has actually dropped whereas nonviolent crime is just becoming more legal (as long as you've got the cash).
