Seems like a bit of a deflection by the authorities because in crowd crushes, the back of the surge does not know what's happening in the front of the surge and can't really be held responsible. However, if they're right about the pushers doing hand signs and group chants and poo poo to coordinate a push, goddamn that is pretty egregious behavior.
