On the fourth hand, effective rent control is guaranteed to create demand for grey market subletting that whoever is renting a unit at the time the measure goes through will be able to take advantage of. Landlords having to do more work for their money than sit back and collect it? Say it isn't so.

The politicians across the U.S. are fully aware that they could fund universal public healthcare, education, housing and transportation via proper progressive taxation on both income and capital gains. They simply don't want to, and never will. It's a moot point.
