Yes, it is open ended because they can't list everything. There isn't any way, though, that the regulation from the department in charge would construe this to mean that a stubbed toe is a debilitating medical condition.

A constitutional amendment is the only way to add a law in florida via referendum. It needs a 60% majority because of an amendment passed in 2004 that changed it from needing a simple majority. That amendment passed with 58% of the vote.

loving OC sucks some rear end in a way that tear gas never will. Tear gas sucks while you're in it. You'll have a mile of mucous running down your chest, but as soon as you get to fresh air you're solid. God drat pepper spray is just ridiculous. Baby shampoo is really good at washing it out of your face, though.
