Stronger candidates sitting out an election where an incumbent president of the opposite party is running for re-election because a) they perceive said President as too strong, b) they expect a weaker candidate in the next election, or c) both. Named for Governor Mario Cuomo, who was considered THE Democratic frontrunner in '92 until he stepped out in the wake of Bush's post-Gulf War high.
