That's a pretty intriguing... thing. I'm not sure what kind of context you'd find Nordic runes and south/Central Asian script together historically, but there's an element of connection with indo-European linguistic history, as well as a more sinister connection to Nazi Archaeology and early 20th century racial theory. (The term "Aryan" was used originally used to describe a group of people in ancient India) This is obviously not an ancient artifact. But whoever made it may have had that connection between Indic peoples and Nordic Europeans in mind when it was produced. I've heard stories about Nazis fleeing to Argentina and southern Brazil after world war 2, but that's still pretty far from Colombia. Obviously the next step would be finding out what it says.
