In my experience this is only true for pending free agents. If you're looking at guys in the final year of their deal it will be accurate.

That made me curious, and there are only two divisions that haven't had an owner change since before S28 - the NL North (Art replacing doran in S21) and the NL West (me replacing Philbar in S18).

Going back to this, Slim Green went from wanting to test FA last season to being willing to re-sign for $4.6m/1 year, so his decision after budgets lock in will pretty much determine which of two directions my preseason goes.
