Where did you read that they're going to get 30 years in prison? (not saying they shouldn't or that they won't, I just hadn't heard that part yet)

 Nobody would establish an embassy if the moment relations got strained (IE: the exact moment you need embassies for) all the embassy staff became hostages of the country the embassy was in.
