There was a movement in Congress against this. Relatively prominent members of the Armed Services Committee had some very tough questions for Zumwalt about it, declaring that it was going to cost hundreds of millions of dollars to buy bigger lockers and that ships would have to be redesigned or retrofit to fit all those bulging lockers.
