Additionally, priority was placed on people overseas in places like Japan to move back to the states, so likewise there was little difficulty PCSing to Japan. When you consider that only 30% is really going to be allowed to move and a non-trivial chunk of that will be people moving to/from Japan/Rota/Etc, you can start to see how there simply might not be enough room in the budget to move a single person over that 30% a few states down the road. Granted these percentages have likely changed in the past few years, the general concept is the same. There is a dollar ceiling and there are expected numbers through each rank group on how many can PCS.

Depending on your job and where you actually want to stay, it is easier to stay in a single homeport for a career these days than it was 10-20 years ago. No-cost PCS are almost always favored if they can be.

I had a 35 year old guy in my boot class. The most poo poo he got was the first day when they saw how old he was. He was then pretty much ignored from then out.

Her department head tours were cut short and she got sent to be the birthday officer at her last command. Sure, she got a 5.0 transfer fitrep, but that fitrep doesn't actually mean anything. She was headed to her last command regardless.
