if you try and shut down a windows machine it will sit at a window complaining that there are applications preventing windows from shutting down

why is windows such a lazy piece of poo poo. Huh ? I have literally never seen windows shut down correctly before. What kind of stupid design prevents some mundane application from beig closed when I explicitly tell windows to shut down. This os is a serious piece of poo poo
