I'd say it was a mix-up. Some stuff in the first game was pretty serious in terms of "this rant between levels sounds like something an actual killer could write" while still having stuff like an assortment of weapons that were physically impossible to use, advertisements for the game that included a grandmother exclaiming disbelief at the protagonist's ways, and so on. The second game was entirely about defusing all that controversy by just being silly.
