It was shown by Amartaya Sen in "Poverty and Famines, 1981" that major food crisises around the world where driven by a decline in food access not food availability. This is understood as an inability for consumers to buy/grow their food. Causes are usually a lack of input(drought, lack of fertilizer, etc) in agricultural systems or a drop in purchasing power due to economic issues. Almost all modern famines are the result of political choices, and likely will continue to be. The modern world has not even come close to the limits of what true food rationing and redistribution could accomplish under true crisis conditions.
