Architecturally, yes. Any decorative rain spout is a gargoyle regardless of whether it's on Notre Dame or an Egyptian temple. The gargoyles, chimeras, grotesques, etc. on buildings in Europe were/are part of the Gothic style, and people have ascribed meanings and symbolism to them throughout their history. Maybe the weird bat-dogs are there to keep evil spirits away, or maybe the mason just liked carving weird stuff.
