Google says the panel is from Superman Generations III and she's supposed to be one of Superman's descendants, Supergirl Blue.

Wikipeida posted:

On Earth, Supergirl Blue is in love with Green Lantern Ator, but since her body is stuck at the physical age of 11, Ator is uncomfortable with the relationship. Several other Green Lanterns find the buried robot body of Lex Luthor, who goes on a rampage. While the Green Lanterns fight Luthor, Supergirl Blue uses gold Kryptonite to remove her powers, allowing her to age.

...that makes total sense. They're the totally metal, hardcore, gritty updated Transformers/Turtles/Captain N of the Star Wars U.

Turtles was always gritty, they cut back on that to make the 90's cartoon.

It could be like that SNL skit The Rock did several years ago, where Superman actually does a terrible job of hiding his secret identity, and everyone at the Daily Planet jokes about it around him just to laugh at his denials.

No, he just had it up there. The Boys was weird, it was like what an immature teenagers thinks the 90's were like, but edgier.

It was basically Garth Ennis sniggering away at cape comics with, to quote one critic, "rape and dismemberment jokes legitimized by industrial levels of sentimentality".
