You can doodle on a piece of paper, use MSPaint, or whatever you please! The only rule is no peeking at references!

I've found this list here, which is what I'm using, but it's strangely hard to find just plain lists of famous anime characters that don't also include the images. If there's some way to bring up a randomized list just post one and I'll edit the OP!
