Normally whoever tends the flag will put it on the green after the one guy that needs it tended has putted. You don't sit around offering to tend the flag for twenty foot putts. I don't know what a "lowest marker" is but nobody has some special responsibility to tell others how to play.

My current competing theories are that the group are wankers or dimebag is a big sperg. Leaning towards the first, but... Anyway here's my story of flag tending etiquette. I was in a scramble a couple years back and got asked to tend from the other side so that my shadow didn't pass behind the hole.
