It looks like 52 Booster's actually a highly competent thief that was hired to steal an experimental military robot called SKTS. He was also going to steal a time machine and use it to deliver the robot to his client, but the guards fired some sort of energy weapon at it, messing up the machine's settings. He also does some dumb Jason Bourne poo poo by using contact lenses to fool a retina scan.
