I find your description of 4/4 emphasis a bit strange, too. The third beat is nowhere near close to same emphasis as the first, if it is stressed at all. Compare polka and samba with tango and cha-cha-cha: first two are 2/4, the other two - 4/4. (And here's a march, which is 2/2)
