It's not really about how complicated it is, it's just not interesting. If a carrier bombs you, either it plays badly and hits a flak cloud, it plays badly and misses the drop, or you take damage. All the player input with the sector thing and the AA consumable amounts to killing like half a plane extra. If it were fun to shoot at planes and you could stop the CV from damaging you by shooting its planes, it wouldn't be a problem. That said, AA is weak on purpose because they want CVs to be able to strike everything, and for that reason if they did make AA manual it would probably do so little damage it wasn't worth using. (I think that's already the case with the depth charges on destroyers?)
