I don't understand dams I built a dam that the game claimed would make me 400 MW. why..... (also, the lack of flow from upstream has caused sewage from my downstream sewage pipes to begin migrating upward and into my water intake. how is life so hard)

I did this and felt very clever, and it even worked for a while. then I went over to look again, and saw big 'full of garbage' icons hovering right above my lovely parks... in conclusion, life is pain, and I have no idea how you're supposed to get a dam running. three non-working dams so far, and counting.

I waited several months for each dam. the first dam blocked up the upstream area, downstream did nothing notable, no power flowed. I built it pretty close to the edge of the map, so I figured maybe that was the problem? second dam was built further into the map, at the point where two rivers met. (that's the one I took the screenshot of.) downstream completely dried up & turned green and grassy (though there was somehow enough water for most of the downstream water pumps to keep running>). after close examination, I realized that one of the rivers had reversed its course, and was now channeling the water from the upstream fork. that... made no sense, but whatever. demolished. third dam was built on top of the upper of the two rivers, rather than blocking both. this caused the water from the lower fork to flow up into the dam from below (!?) no power from any of them.

I could probably salvage the situation somehow, but tbh I think I'm just going to unlock a few more unique buildings (like the "4% tax rate for 40 weeks" one) and then start a new city. Thanks, though! e: new city has no police stations at all, in an attempt to get the "50% crime rate" building.
