I can't say anything about the transmission, but that's a trickle charger. They're meant to keep a battery topped off when the car is parked for long periods. Previous owner either had issues with the battery dying overnight, kept putting off replacing a weak battery, or let it sit for weeks/months at a time. Also your link is broken.
