Depending on the zombie population and how frequently they need to eat, it's not inconceivable they could keep up with supply without having to kill people. Especially without him infecting people to expand his consume base.

This show owns because it's Veronica Mars but with older people + zombies and this episode owned because we're properly getting into the meat of the plot now.
